RESEARCH & FINDINGS
Baltimore City's Failed
2016 Primary Election
Election was certified - then uncertified - then recertified
after the reconciliation process was conducted and which reconciled nothing

#1
After the
Baltimore City 2016 Primary
was certified
problems surfaced--
ballots were "found“ and
election totals changed.
#2
Ballot counting problems
forced the
Board of Elections
to uncertify the election
and conduct a
RECONCILIATION
to determine
what happened.

#3
The reconciliation process
DID NOT CORRECT
the huge number of problems
in the election count.

But the election was recertified
anyway.
M20-20W examined Baltimore City's
Reconciliation Report
Our Findings:
Many Baltimore City Precincts had significant failures
by inaccurately tracking
-
numbers of voters,
-
number of ballots cast and
-
other important election data.
